(Р) ЕSRP 2022 – PROGRAMI I RISHQYRTUAR PËR REFORMA NË PUNËSIMI DHE POLITIKËN SOCIALE
Programi për reforma në punësim dhe politikën sociale 2020 (ESRP 2020) u miratua nga Qeveria e Republikës së Maqedonisë së Veriut në gusht të vitit 2017. Pas miratimit të ESRP Programit, është siguruar përcjellja e rregullt dhe informimi në lidhje me avancimin e implementimin e Programit nga ana e Grupit të punës për sektorin “Arsimimi, punësimi dhe politika sociale”. Në vitin 2018 u përpilua raporti i parë për përcjelljen e zbatimit të ESRP që u shqyrtua edhe nga Qeveria e Republikës së Maqedonisë së Veriut në korrik 2018.
Dy vite pas zbatimit aktiv të qëllimeve dhe masave nga ERSP 2020, u imponua nevoja për revizionin e saj. Revizioni u nxit nga ndryshimet në renditjen e politikave, prej të cilave një pjesë – si ato të sferës së politikës sociale – kishin ndryshime strukturore; si dhe nga trendët dhe lëvizjet vijuese, përmes të cilave u pa nevoja e revizionit të disa prej vlerave të qëllimit në ESRP 2020.
Me revizionin që filloj në janar 2019 u vazhdua edhe korniza kohore e ESRP deri në vitin 2022. ESRP pati edhe revizion të përmbajtjes, ndërsa struktura ishte e ruajtur parimisht, me qëllim që të sigurohet një vazhdimësi në përcjelljen e aktiviteteve të qëllimit. Programi i rishqyrtuar për reforma në punësim dhe politikat sociale 2022 – (p) ESRP 2022 i përcakton reformat dhe politikat të cilat gjatë periudhës së ardhshme do të realizohen edhe në kuadër të tri sferave prioritare edhe atë:
1. Tregu i punës dhe punësimit
2. Kapitali njerëzor dhe aftësitë dhe
3. Inkluzioni social dhe mbrojtja sociale
Në ESRP 2022 të rishqyrtuar, u konstatua përparimi gjatë dy viteve pas miratimit të ESRP 2020, që implikoi një revizion të konsiderueshëm të masave dhe vlerave të qëllimit të indikatorëve. Gjegjësisht, në ESRP 2020 të rishqyrtuar, për secilën sferë ndahet edhe një numër i kufizuar i titujve, indikatorëve të rezultatit dhe proceseve, për matjen e përparimit të përgjithshëm në secilën sferë të ESRP. Për të gjithë indikatorët përcaktohen vlera të reja të qëllimit për vitin 2022.
Procesi i përgjithshëm i përgatitjes së ESRP 2022 të rishqyrtuar është realizuar në bashkëpunim të plotë, koordinim dhe konsultime ndërmjet të gjithë faktorëve relevant (institucionet shtetërore, organizatat ndërkombëtare dhe partnerët zhvillimor, shoqërinë civile dhe partnerët social), para se gjithash, përmes pjesëmarrjes së tyre në Grupin sektorial të punës për “Arsimim, punësim dhe politikë sociale”. Grupi sektorial i punës e shqyrtoi dhe miratoi dokumentin, në takimin e pestë që e realizoi më datë 19.12.2019 dhe e obligoi Ministrinë e Punës dhe Politikës Sociale që ta dorëzojë ESRP 2022 të rishqyrtuar për miratim deri te Qeveria e Republikës së Maqedonisë.
Në përgatitjen e Programit të rishqyrtuar u siguruan edhe konsultime plotësuese me partnerët social dhe përfaqësuesit e shoqërisë civile, aktiv në sferat e përfshira me ESRP, me qëllim të njoftimit të tyre me përmbajtjen e Programit të rishqyrtuar dhe sigurimin e komenteve, vërejtjeve dhe pasqyrimeve.
Programi i rishqyrtuar për reforma në punësim dhe politikën sociale 2022 është miratuar nga ana e Qeverisë së Republikës së Maqedonisë në dhjetor të vitit 2019.

(r)ESRP – Revised Employment and Social Reform Programme 2022

The "Employment and Social Reform Programme 2020" (ESRP 2020) was adopted by the Government of the Republic of North Macedonia in August 2017. Following the adoption of the ESRP Program, the Sector Working Group on Education, Employment and Social Policy ensured regular monitoring and reporting on the progress of implementation of the Programme. In 2018, the first monitoring report on the implementation of the ESRP was prepared and it was reviewed by the Government of the Republic of North Macedonia in July 2018.
After two years of active implementation of the objectives and measures under ESRP 2020 a need arose to revise the Programme. The revision was necessitated by the changes in the setup of the policies, some of which - such as those in the sphere of the social policy - saw structural shifts; as well as by the current trends and developments, which instigated the need to revise some of the target values in ESRP 2020. Thus, a revision of ESRP 2020 was initiated in July 2019 and the Programme was extended until 2022. The ESRP was revised in terms of content, while maintaining its structure, in principle, so as to provide for continuity in the monitoring of the targets.
The Revised Employment and Social Reform Programme 2022 – (r) ESRP defines the reforms and policies that will be implemented in the forthcoming period in the three priority areas:
1. Labour market and employment
2. Human capital and skills
3. Social inclusion and social protection
The revised ESRP 2022 - ESRP(r) noted the progress made in the two years since the adoption of ESRP 2020, which implied a major revision of the measures and target values of the indicators.
The overall process of preparation of the Revised ESRP was carried out in full cooperation, coordination and consultations among all relevant stakeholders (state institutions, international organizations and development partners, civil society and social partners), primarily through their participation in the Sector Working Group on "Education, Employment, and Social Policy”. The Sector Working Group discussed and adopted the document at its fifth meeting held on 19.12.2019 and tasked the Ministry of Labour and Social Policy with the delivery of the Revised ESRP 2022 to the Government of the Republic of North Macedonia for adoption.
The preparation of the Revised Programme included consultations with the social partners and representatives of the civil society who are engaging in the areas covered by ESRP, in order to inform them about the content of the Revised Programme and obtain their comments, observations and positions. The "Revised Employment and Social Reform Programme ESRP(r) 2020" was adopted by the Government of the Republic of North Macedonia in December 2019.

Republika e Maqedonisë, si vend kandidat për anëtarësim në Bashkimin Evropian, në bashkëpunim dhe koordinim të ngushtë me Komisionin Evropian, në vitin 2015 filloi mekanizmin e ri strategjik të dialogut socio-ekonomik në aspektin e prioriteteve dhe reformave në fushën e tregut të punës, punësimi, arsimi dhe politika sociale. Kështu, Republika e Maqedonisë si shtet i tretë në rajon, së bashku me Republikën e Serbisë dhe Malit të Zi, iu bashkuan këtij procesi strategjik, bazuar në Strategjinë për Zgjerim të Unionit. Në kuadër të iniciativës së përbashkët ndërmjet Qeverisë së Republikës së Maqedonisë dhe Komisionit Evropian, filloi përgatitja e një dokumenti të rëndësishëm strategjik, i ashtuquajturi Programi i Reformës në Punësimin dhe Politikën Sociale 2020 - ESRP (Employment and Social Reform Programme 2020). Përgatitja e këtij dokumenti u identifikua nga Komisioni Evropian si një proces strategjik gjithëpërfshirës dhe pjesëmarrës, i cili do të ndjekë dhe shoqërojë procesin e integrimit evropian të vendeve kandidate dhe do të jetë një mekanizëm i rëndësishëm i dialogut të ndërsjellë përmes përcaktimit dhe monitorimit të rregullt të prioriteteve në zonat e mbuluara dhe të cilat do të strukturohen sipas modelit të Strategjisë së Bashkimit Evropian ”Evropa 2020”.
Procesi i përgatitjes së Programit ESRP në Republikën e Maqedonisë filloi në vitin 2015. Për shkak të nevojës për një qasje shumësektoriale dhe koordinim/bashkëpunim efikas ndërmjet subjekteve të ndryshme, në shkurt 2015, u krijua një Grup punues i posaçëm ndërsektorial për përgatitjen e ”Programi i Reformës së Punësimit dhe Politika Sociale”, e përbërë nga përfaqësues i të gjitha institucioneve relevante që marrin pjesë në krijimin, zbatimin dhe monitorimin e politikave të përfshira me Programin. Puna e Grupit Punues Ndërministror dhe i gjithë procesi i përgatitjes së Programit u koordinua nga Ministria e Punës dhe Politikës Sociale.
Procesi i hartimit të Programit ESRP ishte i hapur dhe me pjesëmarrje, i ndjekur me konsultime intensive me disa subjekte përkatës të cilët në mënyra të ndryshme dhe në nivele të ndryshme marrin pjesë në krijimin, zbatimin dhe/ose monitorimin e politikave në fushat që mbulon Programi. Gjatë përgatitjes së dokumentit, janë zhvilluar konsultime me partnerë social, përfaqësues të shoqërisë civile, përfaqësues të organizatave relevante ndërkombëtare dhe partnerë zhvillimi, profesorë dhe ekspertë të fushës, të cilët kanë kontribuar në rritjen e ndjeshme të cilësisë, rëndësisë dhe përfaqësimit të dokumentit.
Janë realizuar disa cikle konsultimesh me organizimin e një takimi me partnerët përfaqësues social (sindikatat dhe organizatat e punëdhënësve), publikimin e draft tekstit të përgatitur të Programit ESRP në ueb faqen e MPPS-së dhe udhëzimin e thirrjes publike për konsultime për të gjitha subjektet relevante, ndërsa finalizimi i procesit, në shkurt 2017 u organizua një aktivitet më i gjerë - Konferenca “ESRP - Konsultimet dhe hapat e ardhshëm”, e cila dha një mundësi tjetër për të marrë opinione, komente, sugjerime përkatëse. Rezultatet dhe të dhënat e marra nga procesi i konsultimit të zhvilluar më pas u rishikuan dhe u morën parasysh në finalizimin e dokumentit.
Gjatë përgatitjes së Programit janë realizuar konsultime dhe bashkëpunim të vazhdueshëm me përfaqësuesit e Komisionit Evropian (DG EMPL) dhe Delegacionin e Bashkimit Evropian në Republikën e Maqedonisë.

ESRP 2020 – Employment and Social Reform Programme

The Republic of Macedonia, as a candidate country for EU membership, in close cooperation and coordination with the European Commission, in 2015 has launched the new strategic mechanism of the social and economic dialogue on the priorities and reforms in the field of labor market, employment, education and social policy. With this, the Republic of Macedonia, as a third country within the Region, together with the Republic of Serbia and Montenegro, has also joined this strategic process, based on the Eu Enlargement Strategy.Within the framework of this joint initiative between the Government of the Republic of Macedonia and the European Commission, the development of an important strategic document was initiated, the so-called Employment and Social Reform Programme 2020 - ESRP. The preparation of the document, was envisaged by the European Commission as an inclusive and participatory strategic process that will follow and accompany the process of European integration of the candidate countries and will represent an important mechanism for mutual dialogue through setting and regular monitoring of priorities in the areas covered, and which will be structured following the model of the European Union Strategy "Europe 2020".
The process of preparation of the ESPR in the Republic of Macedonia has started in 2015. Due to the necessity for multi-sectoral approach and effective coordination/cooperation between the various entities, in February 2015, a special Inter-sectoral Working Group has been established for the preparation of the Employment and Social Reform Programme, composed of representatives from all relevant institutions participating in the creation, implementation and monitoring of policies covered by this Program. The work of the Inter-sectoral Working Group and the overall process of preparation of the ESRP was coordinated by the Ministry of Labor and Social Policy.
The process of development of the ESPR was open, transparent and participatory, followed by a process of intensive consultations with a large number of relevant stakeholders who, in different ways and at different levels, participate in creation, implementation and/or monitoring of policies in the areas covered by the Programme. During the preparation of the document, consultations were held with the social partners, representatives of the civil society, representatives of relevant international organizations and development partners, professors and experts, which contributed to significantly increase the quality, relevance and representativeness of the document itself.
Several cycles of consultations were realized, through organizing meeting with the representative social partners (trade unions and employers' organizations), publishing the ESRP draft-text on the web site of the MoLSP and announcing a public call for consultation to all relevant stakeholders, and finalizing the process, a wider consultation event was organized in February 2017 – the "ESRP - Consultations and Way Forward" Conference, that provided an additional opportunity to obtain relevant opinions, comments, suggestions. The results and inputs received from the process of consultations were afterwards reviewed and considered for the finalization of the document.
The development of the ESRP was also characterized with continuous consultations and cooperation with the representatives of the European Commission (DG EMPL) and the Delegation of the European Union in the Republic of Macedonia.
The "Employment and Social Reform Programme 2020" was adopted by the Government of the Republic of Macedonia in August 2017.
